Drug policy: Federal Council for the end of the "accompanied" drinking

Published on September 26, 2025

The Federal Council is campaigning for an end to drinking alcohol for young people aged 14 and over. The federal government asked the state chamber in a resolution to delete an existing legal exception.Young people can regularly buy and drink beer, wine and sparkling wine from the age of 16.Accompanied by a “custodial person”, however, it is allowed from the age of 14 - also in restaurants or in public. The previous exemption is "in clear contradiction to the goal of a consistent protection of minors", says the decision, which is due to Bavaria.Alcohol consumption at the age of 14 and 15 is associated with high risks.Especially during puberty, the brain is in a vulnerable maturation phase. An earlier initial consumption is also associated with later “risky consumption patterns” of alcohol and other substances. The Health Ministers' Conference of the federal states had only once again spoken out for a ban on the "accompanied" drinking.Federal Minister Nina Warken (CDU) welcomed this. © dpa-infocom, dpa: 250926-930-88027/1
